The barrier has a hydraulic generator (H) comprising two vertical side panels that are located downstream to a horizontal rotating shaft. The vertical side panels swivel on ringed casings that are partially fixed in interior of chamber walls. A hydraulic apparatus (I) includes a rectangular box supported in water by an underlying float whose end is downwardly pivoted by a pin on two vertically movable sleeves. A vertical valve is fixed under the pin for occupying entire width of a passage between the walls.
