PROBLEM TO BE SOLVED: To achieve faster load distribution.SOLUTION: When receiving an uplink packet in a state in which a timer has expired, a load distribution unit transmits the packet to a controller unit. When receiving the packet from the load distribution unit, the controller unit selects any of a plurality of service devices as a packet distribution destination and sets a flow rule associating flow information including source and destination addresses and source and destination port numbers of the received packet with action information specifying an action for transmitting the packet to the selected service device in a flow rule table of the load distribution unit. When the flow rule is set in the flow rule table, the load distribution unit starts up the timer. When receiving an uplink packet during the timer start-up, the load distribution unit searches the flow rule table for the flow rule using the flow information of the packet and transmits the packet to the service device on the basis of the action information of the found flow rule. When the timer expires, the load distribution unit deletes the flow rule. |
