PROBLEM TO BE SOLVED: To provide an exhaust emission control device enabling removal of a caulking substance of an exhaust gas purification catalyst in an appropriate form in accordance with change in an alcohol content of a fuel supplied to an internal combustion engine. ! SOLUTION: An exhaust emission control device is installed in an exhaust pipe and includes an HC-SCR catalyst for purifying exhaust gas. The exhaust emission control device estimates a content rate AL of an alcohol component of fuel supplied to an engine (S24), calculates accumulation amount ΣCt of a caulking substance on the HC-SCR catalyst on the basis of the estimated ethanol content rate AL (S28), and determines time when the accumulation amount ΣCt exceeds regeneration start determination amount as start timing of catalyst regeneration processing for removing the caulking substance adhering to the HC-SCR catalyst (S22, S23). !
