The present invention relates to a packet scheduler system and a method for said system, wherein said packet scheduler system enables the decision metrics for each user to be calculated and enables organization of the data transmission according to the calculated decision metrics in the communication networks by using the following data: past service experience of users within a certain time interval, average data amount transmitted to the user within a certain time interval, subscriber class of the user, load condition of the base station connected by the user and channel quality experienced by the user.
