PROBLEM TO BE SOLVED: To lower the conductivity of refrigerant at an early stage, when activating a fuel cell.SOLUTION: When cooling a battery by a first cooling system 20 having a first circulation path 22 of refrigerant including a refrigerant flow path 13 in battery of a fuel cell 12 and a radiator 30, and a second cooling system 40 having a second circulation path 44 of refrigerant including a refrigerant flow path 13 in a battery and an ion exchanger 41, circulation supply of refrigerant to the fuel cell 12 by the second cooling system 40 is performed in advance over a predetermined priority period when the fuel cell 12 is activated. |
