In the present invention, disclosed are a tracking area code assigning apparatus and an operating method thereof, capable of efficiently improving a paging success rate for a terminal in comparison with an existing method by assigning a tracking area code by grouping base stations with a method for assigning the base station with large handover possibility for each tracking area code in consideration of the location of the base station, a paging traffic quantity (terminal number) for each base station, and a handover degree (terminal mobility) between the base stations, and further changing and assigning the tracking area code of each base station into the tracking area code grouped to the base stations with the large handover possibility. |
