The pickling weight loss of a hot-rolled steel sheet having a prescribed component composition is adjusted, in accordance with the present invention, to 10 to 35 g/m2 as determined after subjecting the hot-rolled steel sheet to annealing at 1000ºC for 30 seconds in a nitrogen atmosphere and then immersion in a 7% HCl solution at 80ºC for 60 seconds, whereby it is possible to obtain a hot-rolled steel sheet which is for use in manufacturing a non-oriented electromagnetic steel sheet and which not only has excellent magnetic characteristics such as iron loss and magnetic flux density but also has reduced steel sheet surface defects and an excellent manufacturing yield.
