The invention relates to converters of the chemical energy in fuel into electrical and mechanical energy. The precombustion-chamber rotary converter constitutes a positive-displacement rotary machine and comprises a body, pistons, valves, rocker arms, a rotor with an electrical winding and an armature with an electrical winding. The working volume of the converter is formed within a toroidal cavity, the main meridian of which constitutes a truncated oval. Pistons are arranged within the cavity. The pistons are segments of a toroidal volume. The working volume of the engine is formed by closing a wedge-shaped valve. The valve can move radially to the axis of rotation of the rotor and can shut off the toroidal cavity during the working cycle. The invention is directed to increasing the efficiency of converting the chemical energy in fuel into electrical and mechanical energy.
