Shutoff caused by tampering can be prevented by a flow rate measurement device (10) comprising: a flow rate measurement unit (19) that measures the flow rate of a fluid to be measured; a shutoff unit (18) that shuts off a flow path (22) through which the fluid to be measured flows; a wireless communications unit (14) that communicates with a prescribed registered mobile terminal (30); and a control unit (21) that causes the shutoff unit (18) to operate if a prescribed signal has been received from the registered mobile terminal (30) via the wireless communications unit (14).
