PROBLEM TO BE SOLVED: To provide a technology capable of efficiently improving security in ITS.SOLUTION: A storage part 18 manages a common key table to be formed by coupling a plurality of partial common key tables each including a plurality of common keys. A security processing part 15 executes security processing to data by using any one common key in the common key table managed in the storage part 18. A MAC frame processing part 14, a modulator/demodulator 13, and an RF part 12 transmit data subjected to the security processing. A key updating part 153 updates the common key table by adding a new partial common key table to the common key table. A power supply part 182 supplies power to an operation part 170 having the above configuration. |
