Disclosed are a device and a method for diagnosing a failure of a cell balancing circuit corresponding to each cell in a battery pack comprising a plurality of cells. The present invention turns off a cell balancing switch included in a cell balancing circuit adjacent to a cell balancing circuit to be diagnosed from among cell balancing circuits. In addition, the cell balancing switch of the cell balancing circuit to be diagnosed is turned on to store a voltage value (hereinafter, "diagnosis voltage value") between nodes of a cell. Moreover, a difference value (cell difference value) between neighboring cell voltage values and a difference value (diagnosis difference value) between neighboring diagnosis voltage values are calculated. Whether a failure has occurred in the cell balancing circuit is determined by analyzing a change pattern of a difference value (determination value) between the cell difference value and the diagnosis difference value.
