PROBLEM TO BE SOLVED: To provide an organic EL panel in which a nonluminescent region resulting from a sealing structure on a substrate is inconspicuous. ! SOLUTION: An organic EL panel includes: a transparent board 2000; a luminescence function layer which is installed on the transparent board 2000 and includes an organic layer; a sealing structure 2006 which connects with the transparent board 2000 in a peripheral region surrounding a luminous region of the transparent board 2000 in which the luminescence function layer is installed, and covers the luminescence function layer; and a reflection film 500 installed in the peripheral region. !
