摘要 <p>The present invention provides an optimum economical safety navigation system for reducing greenhouse gases and energy consumption on the basis of IT convergence type integrated management of a sea transportation network. The optimum economical safety navigation system for reducing greenhouse gases and energy consumption on the basis of IT convergence type integrated management of the sea transportation network, according to the present invention, integrally shares various information related to sea transportation through a ship operation system unit, an manager system unit, a shipper system unit, and a ship owner system unit by which a ship for transporting freight, a ship owner, a shipper, and an administrator are connected through a communication network, such that information among members (a ship navigation administrator, a ship owner administrator, a shipper administrator and manager) of the sea transportation network is smoothly and effectively shared and the whole process of ship navigation, and freight distribution and transportation are optimized, thus minimizing the loss of operating costs of the ship and the distribution costs for freight transportation, saving energy and minimizing the emission of greenhouse gases. The optimum economical safety navigation system for reducing greenhouse gases and energy consumption based on IT convergence type integrated management of the sea transportation network, according to the present invention, comprises: the ship operation system unit provided in the ship for transporting freight so as to control and manage the operation of the ship, has an economical safety navigation management module for calculating the revolutions per minute of a ship engine for optimum economical safety navigation in order to minimize the operating costs of the ship and the distribution costs for freight transportation, so as to control the driving of the ship engine according to the rpm for optimum economical safety navigation, and collects, stores, manages, and transmits information related to the operation of the ship including ship control information, ship management information, ship location information, and ship navigation analysis information; the manager system unit communicates with the ship operation system unit so as to receive the information related to the operation of the ship, is connected with a weather server in which weather information is collected and stored, so as to transmit, to the ship operation system unit, the weather information received from the weather server, collects the ship operation-related information, information on freight for shipping except weather information, and ship in/out harbor information, and stores and manages management information including the ship operation-related information, weather information, information on freight shipping, and ship in/out harbor information. The shipper system unit is operated by the shipper administrator, communicates with the manager system unit so as to transmit the information on freight for shipping, and receives, from the manager system unit, the management information including the ship operation-related information, weather information, information on freight for shipping, and ship in/out harbor information, so as to enable the shipper administrator to check and manage the received information; and the ship owner system unit operated by the ship owner administrator, communicates with the manager system unit so as to transmit the ship in/out harbor information, and receives, from the manager system unit, the management information including the ship operation-related information, weather information, information on freight for shipping, and ship in/out harbor information, so as to enable the ship owner administrator to check and manage the received information. The economical safety navigation management module of the manager system unit calculates the rpm for optimum economical safety navigation (O_RPM) as a numerical value {O_RPM=MCRxS} which is obtained by multiplying the rpm for a trial voyage maximum continuous rating (MCR) by a correction coefficient (S) inducing the operating costs of the ship and the distribution costs for freight transportation to be minimized.</p>
