<p>A presence sensing unit (51) senses whether a subject (3) is present within a notification area (8) which includes an area to be monitored (7), using area information which is stored in an area information storage unit (1) and location information of the subject which is notified by a location information notification unit (4). An estimation unit (52) estimates an effect which the area to be monitored (7) within the sensed notification area (8) has on the state of the subject (3), using state information and attribute information of the subject (3) which are accumulated in a state information storage unit (2).
