PROBLEM TO BE SOLVED: To provide a communication service offering system wherein a mobile communication terminal can communicate with an external communication network, such as, the Internet at a higher communication speed than that for the case via a core network of a mobile communications network, without having to provide a communication function of a wireless LAN in the mobile communication terminal. SOLUTION: A small-sized base station device 20, an external connection information management device 64c and a subscriber information management device 64b are provided. When a request for connection to an external communication network is received, from a mobile communication terminal 10 which lies within a femtocell 200, based on subscriber information stored in the subscriber information managing device 64b and connection information, corresponding to the external communication network stored in the external connection information managing device 64c, the small-sized base station device 20 relays communication between the mobile communication terminal 10 and the external communication network, by taking a detour of a core network 64 in a mobile communication network 60.
