PROBLEM TO BE SOLVED: To validly reduce a processing load on message processing. SOLUTION: A filter setting system is provided with: appearance frequency analyzing means 74 for calculating the appearance frequency and appearance position of a condition word in a message matched with filter conditions and the length of the condition word as condition word information, and for, when the condition word information exceeds the value of preliminarily set filter creation definition information, extracting the condition word as an additional filter candidate; filter candidate selection means 75 for, when an appearance frequency rate in the message of the additional filter candidate is equal to or more than a fixed value, additionally updating the content of the filter condition information based on the additional filter candidate; and filter validity analysis means for determining the presence/absence of the filter validity of the additional filter information based on the rate of the message matched with the filter condition information, and for deleting the filter condition information under which it is determined that the filter validity is absent.
