In wireless video communication system, a high quality video communication is ensured even at the time of handover or poor communication quality. The wireless camera (2) comprises a image capturing unit (11) for generating video data, a video clipping unit (12) for generating high priority video data and lower priority video data having mutually different image regions from the video data, a first and second wireless communication unit (15, 16) for communicating with a first and second access point (AP1, AP2), and a communication control unit (17) for controlling the wireless communication by the first and second wireless communication units. The communication control unit can cause the high priority video data and lower priority video data to be transmitted from the first and second wireless communication units as two individual video streams, and is configured to determine whether each wireless communication unit should transmit none, one or both of the video streams depending on the wireless communication quality and the condition of a handover.
