The present invention relates to a cosmetic capsule comprising an oil-soluble effective ingredient and a cosmetic composition containing the same and, more specifically, to a capsule containing a whitening functional effective ingredient, which is added to a cosmetic material-soluble formulation not to degrade the transparency of the soluble formulation, to provide an exterior difference, and not to go through a high temperature heating process during capsule manufacturing to obtain the safety of the oil-soluble effective ingredient.
