The present invention relates to a method and an apparatus for managing and controlling the transmission of traffic to the optimal bandwidth in which content quality and a network load are considered between a service providing network and a wireless network. According to the present invention, disclosed is a method for managing the optimal bandwidth between the service providing network and the wireless network comprising: (a) a step of analyzing content quality provided in the service providing network and the data reception environment of the wireless network; (b) a step of maintaining the content quality over a predetermined reference value based on the analysis result and of calculating the optimal bandwidth range for maintaining the wireless network load under the predetermined reference value; (c) a step of determining whether the traffic is included in the calculated optimal bandwidth by sensing the traffic transmitted from the service providing network to the wireless network; and (d) a step of managing to transmit the traffic when the traffic is included in the optimal bandwidth and to include the traffic in the optimal bandwidth by controlling the traffic transmitted to the wireless network or the content quality provided in the service providing network when the traffic is not included in the optimal bandwidth.
