PROBLEM TO BE SOLVED: To provide a notification device to detect and report the motion of persons which are likely to be made only in emergency situations. SOLUTION: A notification device includes: monitoring means to monitor the motion of persons within a monitoring area composed of a first area which can be accessed by any persons, a second area which can be accessed only by specified persons and a third area in which a cash register is located; notification determination means to determine that emergency notification is needed when the monitoring means detects that a hand of the person located in the first area reaches the position of the cash register in the third area; and notification means to provide notification when the notification determination means determines that the notification needs to be provided.
