PROBLEM TO BE SOLVED: To provide a grip state identification device for detecting a steering wheel grip state, and also to provide an operation limiting device for limiting the operation of a control target only concerning a driver on the basis of the steering wheel grip state. SOLUTION: An operation limiting device 1 is the device for defining an on-vehicle device 8 or/and a carried-in terminal 10 that is carried into a vehicle to be cooperatively operated with the on-vehicle device 8 as a control target and controlling the operation propriety of the control target device. The operation limiting device 1 includes: travel information acquisition means 2 for acquiring travel information indicating whether a vehicle is travelling or not from the vehicle; grip state identification means for identifying whether the steering wheel of the vehicle is in a predetermined both-hand grip state or not; and signal transmission means 7 for transmitting a control signal to control the operation of the control target device to the control target device when the travel information indicates the travel of the vehicle and the grip state identification means identifies that the steering wheel is not in the predetermined both-hand grip state.
