PROBLEM TO BE SOLVED: To provide a steel cord for reinforcing a rubber article having improved cut resistance and a tire produced by using the steel cord. SOLUTION: The steel cord is a multitwisted steel cord having a core strand and a sheath strand each having a double-layer structure. The gap ratio X<SB>cs</SB>between the sheath filaments of the core strand satisfies formula A, and the sheath filament diameterϕ<SB>cs</SB>of the core strand, the sheath filament diameterϕ<SB>ss</SB>of the sheath strand, the center-to-center distance r of the core strand and the sheath strand, the cross-sectional area S of the sheath strand, and the twist angleαof the sheath strand expressed by formula B meets formula C.
