<P>PROBLEM TO BE SOLVED: To finish processing of a printed document in a conversion means in an early stage. <P>SOLUTION: Intermediate data is successively generated for each page of the printed document by the conversion means 23. Then, composition difficulty determination processing to determine difficulty when the intermediate data is composed for each page of the printed document to generate raster data is performed, so as to determine whether or not it is in specified time even if the raster data is composed by a composing means 25 in a subsequent stage. If it is in the specified time, the intermediate data is converted into the raster data by the composing means 25 when transmitting the data.
