1. A terminal device in a satellite-based communication system, comprising at least one processor and memory, wherein the terminal device is configured to:
transmit a plurality of maintenance packets to a hub in the satellite-based communication system, at a first transmit power level; receive one or more reply packets containing reception level measurements for one or more of the maintenance packets transmitted at the first transmit power level; calculate an average reception level for the maintenance packets transmitted at the first transmit power level; determine a satellite transmitter input power level; and calculate a gain equivalent value based on the average reception level at the first transmit power level and the determined satellite transmitter input power level. |
