The present invention provides a cooling device and a heat treatment device including the same. For the cooling device capable of effectively cooling a target having various and complex shapes by injecting cooling gas in various directions and the heat treatment device including the same, the cooling device includes: a housing allowing the cooling gas to circulate; a supporter provided in the housing so that the target can be securely mounted in the housing; support plates provided at both sides of the supporter to form a space for cooling the target; a guide plate interposed between the support plate and the housing, and having one end making contact with the support plate, and an opposite end making contact with the housing; a cooling nozzle for injecting the cooling gas to a lateral side of the target; a heat exchanger provided on a circulation passage of the cooling gas; a control plate provided at an upper portion of the support plate to open or close a space formed by the support plate so that the cooling gas is injected to the target through the cooling nozzle or directly inflows to the space formed by the support plate; and a moving part for moving the control plate.
