RADIO BASE STATION, USER TERMINAL, CELL SELECTION METHOD AND RADIO COMMUNICATION SYSTEM

PROBLEM TO BE SOLVED: To allow a user terminal to actively select a small cell in a radio communication system having a macro cell and a small cell disposed in an overlapped manner.SOLUTION: In a macro base station (M) forming a macro cell, a cell selection method includes the steps of: determining an offset value for use for cell selection at a user terminal (UE) on the basis of transmission characteristic information using a second carrier in the small cell; and notifying the user terminal (UE) of the offset value. Further, in the user terminal (UE), the method includes the steps of: measuring the reception quality of reference signals from the macro base station (M) and a small base station (S); receiving the offset value notified from the macro base station (M); and performing cell selection on the basis of the measuring reception quality and the receive offset value.
