<p>PROBLEM TO BE SOLVED: To provide an information processor and an information processing method capable of improving population estimation accuracy by detecting a change in the operational status of a sector by a simple method.SOLUTION: An information processor includes: totaling means for, on the basis of traffic data obtained by totaling the number of position registration signals from a portable terminal acquired for each sector formed by one or more radio base stations, totaling the number of position registration signals collected in a first period for each sector, and for totaling the number of position registration signals collected in a second period posterior to the first period for each sector; and detection means for detecting a change in the operational status of the sector between the first period and the second period for each sector on the basis of the totaling result of the totaling means.</p> |
