PROBLEM TO BE SOLVED: To obtain a network management device which can set an optimal path by selecting a path candidate on the basis of a signal transmission/reception state, a transmission path state, etc.. ! SOLUTION: A network management device comprises: input means 111; monitoring means 112; and path setting means 113. The input means 111 receives input of criteria for selecting a signal path. On the basis of the criteria for selecting the signal path, the monitoring means 112 compiles pieces of information in which characteristics of signals between transmission devices or characteristics of transmission paths between transmission devices are measured, to create measurement result information. The path setting means 113 sets the signal path on the basis of the measurement result information compiled by the monitoring means 112 and predetermined criteria set in advance. !
