PROBLEM TO BE SOLVED: To abbreviate the time required for an effluent treatment. ! SOLUTION: A provided treatment apparatus 10 for treating a hydrazine-containing effluent includes: a transport header pipe 8 for circulating an effluent into an effluent tank 4; a first control valve 2a configured on a branching passage 6 branching from the transport header pipe 8 for adjusting the flow rate of a hydrazine treatment chemical for decomposing hydrazine and dispensed into the transport header pipe 8; and a control unit 1 for determining the aperture of the first control valve 2a on the basis of the concentration of hydrazine within the effluent circulated through the transport header pipe 8 and the flow rate of hydrazine within the effluent circulated through the transport header pipe 8 and then controlling the quantity of the hydrazine treatment chemical dispensed into the transport header pipe 8. !
