PROBLEM TO BE SOLVED: To solve such a problem that there are cases when it is difficult to manage an excess rate of a threshold for a resource usage. ! SOLUTION: A threshold excess rate management device is configured to: calculate a threshold excess rate observation value of a target management device by specific period, on the basis of a history of resource usages of the target management device by unit time; on the basis of average and dispersion degree of each target management device by specific period which are calculated based on the history, calculate a threshold excess rate estimation value assuming that distribution of the resource usages is normal distribution; and calculate and output a parameter of a regression formula, on the basis of a result of regression analysis executed for a relation between the threshold excess rate observation value and the threshold excess rate estimation value. !
