The present invention relates to a film punching device for forming a pattern, comprising a base in which a film to have a designed pattern is seated; a first punching unit having a first body part and a cutter protruding from the first body part to correspond to a formation direction of the pattern, and forming a dotted line of the pattern on the film as the cutter applies pressure from an upper side of the film; a second punching unit having a second body part and a projection protruding from the second body to correspond to a hole among the pattern, and forming the hole on the film as the projection applies pressure from an upper side of the film; and an operating unit gradually operating the first and second punching units by receiving driving power. The present invention accurately and rapidly forms the pattern on the film for forming the pattern of a circuit board by continuously performing a series of working processes.
