PROBLEM TO BE SOLVED: To provide a buncher and an accelerator capable of generating stable voltage in a buncher electrode. ! SOLUTION: A buncher 8 includes: a double cylinder 20 which extends in the advancing direction of an ion beam R and has an outer cylinder part 22 and an inner cylinder part 23; and a buncher electrode 21 located at one end 20a of the double cylinder 20. The double cylinder 20 includes an insulating partition part 26 for partitioning between the other end 20b side of the double cylinder 20 and the buncher electrode 21, and a space 24 is filled with gas, which is formed between the outer cylinder part 22 and the inner cylinder part 23 on the other end 20b side of the double cylinder 20. !
