PROBLEM TO BE SOLVED: To provide a control device capable of dynamically adjusting a parameter to an optimum value during operation according to radio wave environment.SOLUTION: A control device for controlling a plurality of base stations which are distributed and arranged in a local network and acquire reception power and a physical cell ID from a communication terminal with which radio communication is performed comprises: a terminal information aggregation unit; an area determination unit; a parameter calculation unit; and a parameter setting unit. The terminal information aggregation unit acquires reception power and physical cell IDs from the plurality of base stations, and aggregates the acquired reception power and physical cell IDs. The area determination unit determines a low throughput area where desired throughput cannot be ensured. The parameter calculation unit selects a base station causing formation of the low throughput area; and calculates an operation frequency and transmission power of the selected base station so as to improve its throughput. The parameter setting unit sets the calculated operation frequency and transmission power to the selected base station.
