PROBLEM TO BE SOLVED: To provide a simple process for synthesis of silica and a composite material of silica with a water-soluble compound, which does not need a pH adjusting agent for promoting a silica inversion reaction of a silica precursor and does not cause lowering of silica purity. ! SOLUTION: Provided is a process for producing silica or a composite material of silica with a water-soluble compound, wherein the reaction system comprises a two-phase liquid wherein a silica precursor is soluble in the first phase containing a water-insoluble organic solvent, the second phase contains water, and, when the two-phase liquid is mixed, the silica precursor comes in contact with water at an interface of the organic solvent and the water to generate a silica inversion reaction of the silica precursor. !
