A device and a method for measuring a rotation speed are disclosed. The method for measuring the rotation speed of a counteractive wheel of a low-orbit satellite according to the present invention comprises an input unit receiving a tacho pulse generated by the rotation of a counteractive wheel; a clock pulse generating unit for generating a clock pulse; a counter for counting the frequency of the tacho pulse in a predefined time interval and the cycle of the tacho pulse using the frequency of the clock pulse; a rotation speed calculating unit for calculating a first rotation speed based on the frequency of the tacho pulse and a second rotation speed based on the cycle of the tacho pulse; a resolving power calculating unit for calculating the resolving power of the first and second rotation speeds; and a control unit for controlling the calculation parts to select one of the rotation speeds by comparing the resolving power of the first and second rotation speeds. |
