PROBLEM TO BE SOLVED: To provide an impact-absorbing steering system capable of obtaining stable impact-absorbing energy. ! SOLUTION: A steering column 8 is hung by fastening a first plate 35 fixed to a vehicle body and including an oblong hole 37 extending in an impact-absorbing direction Y and a top plate 30 (a second plate) moving integrally with an upper jacket 9 at impact absorption, using a bolt 39 that penetrates both of the plates. A low-friction plate 42 is interposed between a head portion of the bolt 39 and the top plate 30. A seat surface 41a of the head portion 41 includes a flat surface in surface contact with the low-friction plate 42, and a recessed portion recessed from the flat surface. By virtue of the function of the recessed portion, friction force generated when the seat surface 41a displaces in a bolt-loosening direction becomes larger than friction force generated when the seat surface 41a displaces to the low-friction plate 42 in a bolt-tightening direction. !
