PROBLEM TO BE SOLVED: To provide a cosmetic which has an excellent moisturizing effect without tensive feeling and stickiness in spite of combining an ultra-high molecular weight sugar structure of Suizenji-nori (Phylloderma sacrum) polysaccharide derived from Suizenji-nori, freshwater cyanobacteria. ! SOLUTION: A stable cosmetic can be obtained by stably incorporating (b) an oil solution to (a) an ultra-high molecular weight sugar structure of Suizenji-nori polysaccharide aqueous solution derived from Suizenji-nori, freshwater cyanobacteria, even if it does not contain a surfactant. !
