PROBLEM TO BE SOLVED: To provide a moving image reproducing apparatus and a program which facilitate change operation of a reproduction speed of a moving image. ! SOLUTION: When touch operation is inputted while a moving image is reproduced on a touch panel 13, arithmetic means 11 of a portable terminal 10 displays a reproduction speed adjustment bar 20 and a knob 21, and adjusts a reproduction speed of the moving image to a predetermined speed. Thereafter, when slide operation is inputted, the arithmetic means 11 changes the reproduction speed of the moving image in accordance with the content of the slide operation. If an upward slide operation, for example, is inputted, the arithmetic means 11 increases the reproduction speed of the moving image in accordance with the length of the slide operation. !
