PROBLEM TO BE SOLVED: To provide a plasma catalyst chemical reaction apparatus.SOLUTION: The plasma device includes at least one electrode including a nanoporous dielectric layer disposed on at least a portion thereof, and the nanoporous dielectric layer includes a plurality of pores. At least a portion of the plurality of pores includes a catalyst embedded therein. The catalyst can be selected from a group of ruthenium, rhodium, palladium, silver, osmium, iridium, platinum, gold, nickel, copper, cobalt, iron, oxides and bimetal, and combinations thereof.
