PROBLEM TO BE SOLVED: To easily provide information necessary to monitor or predict the occurrence of an overload state of a network device made to oversubscription specification.SOLUTION: An OpS (traffic totalization device) 1 connected to an IP network configured by interconnecting a plurality of network devices (NE) 3 comprises: a facility information database 16 for storing information about an NE 3 to be monitored and information on whether the device is made to oversubscription specification; an oversubscription configuration information 15 for storing information for specifying a communication port group made to over-subscription specification among the NEs 3; a traffic collection unit 13 for collecting traffic information of each communication port from the NEs 3 and storing the collected information in a traffic information database 17; and a traffic totalization unit 18 for totalizing, for each communication port group made to oversubscription specification, the traffic information of each communication port stored in the traffic information database 17 by referring to the oversubscription configuration information 15.
