The present invention relates to an apparatus and a method to manage a file in a hybrid storage system. According to the embodiment of the present invention, the apparatus to manage the file in the hybrid storage system sets a file management policy with a directory unit using the files stored in a first storage unit and a second storage unit, and manages the files of the first storage unit and the second storage unit in accordance to the set file management policy of the directory unit.
