A method and an apparatus for decoding an image are disclosed. The method for decoding an image according to an embodiment of the present invention includes: determining a reference picture index for a temporal merging candidate with respect to a current block; inducing the temporal merging candidate from a temporal merging candidate block induced based on the current block; and adding the temporal merging candidate to a merging candidate list with respect to the current block based on a validity of the temporal merging candidate, wherein the reference picture index for the temporal merging candidate is set to a fixed value.
