A method of decoding an image and a computer readable recording medium are disclosed. A program to execute the method of decoding an image according the present invention, which is recorded in a computer readable recording medium, includes determining a reference picture index for a temporal merging candidate with respect to a current block; inducing the temporal merging candidate from a temporal merging candidate block induced based on the current block; and adding the temporal merging candidate to a merging candidate list with respect to the current block based on a validity of the temporal merging candidate, wherein the reference picture index for the temporal merging candidate is set as a fixed value.
