The device has a rotation shaft (14) equipped with a lever (15), which alternatively actuates a hydraulic pump (9), and flexible piping part (16) connecting the hydraulic pump to a float assembly (1). Two adjustable arms are arranged at a center part of the device through a solid mass part, which is located at a bottom of water. Ends of the arms are provided with a retainer chain (5) i.e. pipe. An attachment of the arms on the solid mass part is carried out by a kneecap or cardan joint to follow orientation of the assembly. An upper part of the assembly is fixed with two bearings (7).
