PROBLEM TO BE SOLVED: To quickly discharge oxygen generated at the positive electrode side to the outside in generating hydrogen-containing water.SOLUTION: A device for generating hydrogen-containing water 100 includes: a positive electrode 11 which is a cylindrical conductor and has a plurality of openings on the side part; an insulator which is provided on the outer periphery of the positive electrode 11 and has a plurality of openings; a negative electrode 12 which is a cylindrical conductor provided on the outer periphery of the insulator and in contact with the insulator and has a plurality of openings on the side part; a first support 101 which is attached to the first end parts 11T1 and 11T2 sides of the positive electrode 11 and negative electrode 12 and has a first opening 101H connected to a space surrounded by the side part of the positive electrode 11; and a second support 102 which is attached to the second end parts 11T2 and 12T2 sides of the positive electrode 11 and negative electrode 12 and has a second opening 102H connected to a space surrounded by the side part of the positive electrode 11.
