PROBLEM TO BE SOLVED: To provide an image encoding and decoding device capable of increasing the efficiency of encoding and decoding using inter-prediction.SOLUTION: An image encoding and decoding device includes: an encoder that generates a bit stream by encoding an image in each block; and a decoder that decodes the images included in the bit stream to each block. Each of the encoder and the decoder includes: a division section that divides a target block as an encoding or decoding unit into plural sub-blocks as a prediction unit; and a calculation section that calculates one or more candidates of prediction information on each of the plural sub-blocks. When a target block includes neighboring blocks neighboring to each of the plural sub-blocks, the calculation section determines that the neighboring block is not a reference block but calculates a candidate of the prediction information for the sub-block from the prediction information in the reference block to generate one or more new candidates until the number of the candidates gets equal to a predetermined number.
