A technology for allocating uplink individual resources quickly in inter-site or inter-base-station carrier aggregation is disclosed. One aspect of the present invention pertains to a base station that has the following: a transmission/reception unit that uses wireless resources to communicate with user devices; and a resource management unit that manages said wireless resources. The resource management unit has a pooling-information storage unit that stores pooling information indicating wireless resources that a base station that is a non-anchor base station in the context of inter-base-station carrier aggregation has secured for itself. The resource management unit autonomously allocates the wireless resources indicated by the pooling information to the abovementioned user devices.
