PROBLEM TO BE SOLVED: To allow an operator to determine whether it is suitable to deliver a service by MBSFN, by determining whether there is sufficient UEs interested in the service, by using the MBMS count in an LTE.SOLUTION: An LTE system 90 includes UE91, UE92, eNB93 and MCE94. In step 901, the eNB93 initializes a count step by transmitting an MBMS count request. During reception of an MBMS count request message in step 902 and step 903, the UE91 and UE92 in the RRC_CONNECTED state submit an MBMS count response message. In step 904, the eNB93 reports the MBMS count results to the MCE94, based on the count responses received from all UEs. The number of UEs receiving a service or interested in a service is counted. In step 905, the MCE94 determines whether the MBSFN transmission is disabled or enabled based on the count results. |
