The purpose of the present invention is to provide a communication system in which network processing can be optimized on the basis of changes in usage characteristics. This mobile communication system is provided with the following: a network-operator device (12) in a communication network managed by a communication provider; and a communication device (11) that communicates over said communication network. If the communication device (11) detects a change in its own state, said communication device (11) transmits, to the network-operator device (12), network-assisting information used to change a network parameter associated with that communication device (11). On the basis of the network-assisting information transmitted by the communication device (11), the network-operator device (12) changes the aforementioned network parameter associated with that communication device (11). |
