PROBLEM TO BE SOLVED: To provide a technology for supporting health care professionals or the like to easily determine whether there is abnormality in action of a subject.SOLUTION: Upon receiving an observation result obtained by observing movement of a subject who is a monitoring target by an observation device, a target action which is an action having a predetermined characteristic is detected based on the observation result. It is determined whether the detected target action is associated with a medical treatment or not using behavior information which shows the medical treatment given to the subject associating with an action which may appear by having undergone the medical treatment. A different alarm is outputted depending of whether it is determined that the detected target action is associated with the medical treatment or not, respectively.
